General Camping Guidelines

Camp Scholler 
EAA® AIRVENTURE® OSHKOSH™ CAMPING RULES AND POLICIES

Camp Scholler is a privately-owned campground, operated by Experimental Aircraft Association, Inc. (“EAA”).  In support of EAA’s annual membership convention, EAA® AirVenture® Oshkosh™ (“AirVenture”), Camp Scholler is open from the last Friday in June through the Monday immediately following the conclusion of AirVenture.  All campers staying in Camp Scholler are subject to, and must follow, the Camping Rules and Policies, set forth below: 

EAA Membership Required

  • Only EAA members are permitted to purchase a campsite in Camp Scholler.  Each EAA member may purchase only one (1) campsite.
  • At least one (1) individual staying at each campsite, basic or water/electric, must be an EAA member.  Memberships are available for purchase at the Camper Registration building.   

Camping Party - Minimum Age and Maximum Occupants

  • The EAA member reserving the site must be at least eighteen (18) years old when the reservation is made and must be present at Camper Registration at check-in to receive credentials.
  • The EAA member to whom the campsite is registered must be part of the camping party at the campsite for the entire stay and will be held responsible if any violations occur.  
  • At check-in and at any time during the stay, the EAA member who registered and is responsible for the campsite may be required to show legal, valid and current proof of identification and age.  
  • If anyone under 18 years old is staying at the campsite, then the EAA member who registered the site must also be present at the campsite overnight from at least 10:30 p.m. to 6:30 a.m.  
  • No more than six (6) persons may stay overnight at each campsite, regardless of age.

Campsite Reservations and Credentials - All Campsites

  • All campsites are reserved on a first-paid, first-served basis. 
  • Campsites may be purchased by going online to www.AirVenture.org or by going to the Camper Registration building (located at Poberezny Rd and Neunteufel Ave) during open hours. 
  • Campsites cannot be reserved or purchased over the phone. 
  • On or after the registered and paid-for arrival date, the EAA member who made the reservation must check-in at the Camper Registration building to receive the camping credentials. 
  • Camping credentials must be visibly displayed at all times on the camping unit and any and all motor vehicles, motorcycles and scooters that will be operated in Camp Scholler.  EAA security monitors the campsites to verify that proper camping credentials are displayed. 
  • Camping credentials are not valid in EAA public parking lots. 
  • Additional vehicle and visitor parking passes for the overflow parking lot may be purchased at the Camper Registration building. Overnight camping is not allowed in the overflow lot.  
  • Camping credentials and campsites may not be transferred or sold from one individual to another individual.  Abandoned or vacated campsites may only be resold by EAA.   

Campsite Reservations and Credentials - Basic/Unimproved (including Generator)

  • At the time of the basic site is reserved, the EAA member must pay the daily basic camping rate for the site from the arrival date through the Monday after AirVenture. 
  • Basic sites are not pre-marked or assigned. Once credentials are issued, the member may locate and stake out an unoccupied spot in the campground. 
  • Basic sites may not be staked out in advance of the arrival date and full payment being made. 
  • The EAA member must size the basic site to accommodate the member’s camping unit and one (1) transient vehicle (or two (2) motorcycles) with a five-foot (5’) perimeter. Camping units must be at least ten feet (10’) apart. Any campsite deemed too large will be resized by EAA Security. 
  • All camping units, vehicles and items must be located behind the fire lanes. Fire lanes are marked as burn lines in grass or with signage. 
  • If all the occupants of a basic site vacate the site early, unused days calculated from the date of departure (or the following day if vacated after 12:00 p.m.) through the Monday after AirVenture, less a three-day minimum, may be refunded upon request made in person at the time of checkout.   
  • Any roped off, unoccupied site without proper credentials will be removed. 
  • Campers in basic sites are prohibited from plugging into, or accessing electricity from, any EAA building, facility, power pedestal or other source to run power to a campsite. 

Campsite Reservations and Credentials - Water and Electric

  • At the time of reserving a water and electric site, the EAA member must pay the daily water and electric camping rate from the date the site is reserved through the Monday after AirVenture.   
  • There are no refunds on any unused days for water and electric sites. 
  • Water and electric sites are pre-marked and assigned at the time the reservation is finalized.
  • Once purchased and reserved, a campsite tag will be placed by EAA on the applicable water and electric campsite to indicate the campsite has been reserved and is no longer available. 
  • Each water and electric campsite is serviced by one (1) power pedestal.  Plugging into, or accessing electricity from, any EAA building, facility, power pedestal or other source to run power is prohibited. Running an extension cord or power line across any road or fire lane is prohibited.   

Generator Camping

  • Except for in the specifically designated 24-hour generator use area, no generators may be operated between the hours of 10:30 p.m. and 6:30 a.m. 
  • All camping units in 24-hour generator area must be positioned perpendicular to fire lanes. Fire lanes are marked as burn lines in the grass or with signage. 
  • No tents or sleeping on the ground are allowed in the 24-hour auxiliary power/generator area. 

Checking In, Checking Out and Gate Hours

  • The EAA member who reserved the campsite may check in any time after 9:00 a.m. on the reservation start date.  Legal, valid and current proof of identification (i.e., a government issued document with a photo) may need to be presented for verification purposes.  
  •  Access to Camp Scholler is provided as follows (hours are subject to change): 
    • Main Camper Registration Gate:  24 hours/day 
    • Schaick/Knapp Gate:  24 hours/day 
    • West Gate:  24 hours/day 
    • Gate CH (to South Ripple Camping): 24 hours/day 
    • South Gate:  5:30 a.m. to 11:00 p.m.
    • Gray Lot Parking Entrance:  Wednesday to Sunday prior to AirVenture only - hours vary  
  • All campers must vacate and check-out of the campsite before 12:00 p.m. on the last day of the reservation.  Campers leaving after 12:00 p.m. will be charged for that day. There is no grace period. 

Trailers, Vehicles and Tents

  • Only one (1) travel trailer, truck camper or recreational vehicle is allowed per campsite. Truck campers or recreational vehicles pulling a trailer are treated as one (1) single unit. 
  • No more than one (1) motor vehicle, or two (2) motorcycles, are allowed per campsite.  Unauthorized or additional vehicles placed or parked in the campsite will be towed.
  • The number of tents allowed depends on the sizes of the tents. Call EAA in advance if you are considering bringing multiple tents. 

Quiet Hours and Noise

  • Quiet hours will be enforced from 10:30 p.m. to 6:30 a.m.  During these hours campers are expected to be quiet and especially respectful of others and should turn down music and use low voices. 
  • At no time may the noise on a campsite create a disturbance or interfere, in any manner, with other people’s enjoyment of the campground.  

Garbage, Recycling Materials, Wastewater and Dump Stations

  • Upon leaving, campsites must be restored to the same condition as they were in upon arrival, normal wear and tear excluded.  No items should be left behind or abandoned.  Holes created should be filled in.
  • All garbage and recycling materials must be removed from the campsite daily and must be disposed of in the proper containers and labeled receptacles. 
  • Dish and handwashing water must be disposed of at the sanitary dump station or in the campground toilets.  It is against health and safety rules to dump “gray water” on the ground. 
  • Sewage must be disposed of at the sanitary dump station. 

Campfires

  • Campfires are allowed in firepits or existing fire rings and must never be left unattended. 
  • The Wisconsin Department of Natural Resources (DNR) requests that all campers obtain firewood at or within a 10-mile radius of Camp Scholler or that campers purchase state-certified firewood. 
  • Firewood is available for purchase at Red One Markets located in Camp Scholler.  
  • Only wood should be put into the fire, firepit or fire ring – garbage, plastic, glass, cans and other items should not be burned. 
  • Fires need to be kept small.  Logs larger than the firepit area should not be burned. 
  • Campfires must be doused with water and extinguished completely when not attended.  
  • If the fire danger is high, as determined by the Wisconsin DNR, then fires may be prohibited.
  • Campers are responsible for cleaning up after a campfire and for any damage caused by an uncontrolled or unattended fire. 
  • It is prohibited to leave a campsite area without completely extinguishing the campfire.  

Prohibited Items

  • The following items are strictly prohibited in Camp Scholler: 
    • Firearms (whether carried openly or concealed). 
    • Weapons that could be considered dangerous. 
    • Fireworks, pyrotechnics and explosives. 
    • Illegal drugs and/or drug paraphernalia. 
    • Flying objects, i.e. radio-controlled aircraft and objects, Chinese lanterns, and unmanned aerial vehicles a/k/a drones.  This prohibition does not include frisbees, footballs, baseballs and other sporting items and equipment. 
    • Anything that can be considered, by law or statute, as illegal or contraband. 

Special Events, Live Entertainment, Commercial Operations and Advertising

  • Campsites purchased to place non-camping units (i.e. used as a central meeting location or a lounge area) must be used in a way that only supports those camping in Camp Scholler. 
  • Events that require catering, security, or hosted alcohol, and/or are by invitation to the general public are not permitted. 
  • Live entertainment, such as live bands or disc jockeys, is not permitted in Camp Scholler. 
  • No commercial operations are permitted by campers in Camp Scholler.  Advertising, exhibiting, demonstrating or selling goods or services and/or soliciting, of any kind, is strictly prohibited.   
  • Non-commercial advertising, demonstrating or soliciting must be approved in advance by EAA. 

Vehicles and Personal Transportation

  • Credentials must be obtained for, and properly displayed on, all vehicles entering Camp Scholler.  This includes, without limitation, automobiles, motorbikes, motor scooters and motorcycles. 
  • Unlicensed motorized vehicles including motorbikes, motor scooters, or motorcycles are prohibited on Camp Scholler roadways. 
  • A valid driver’s license is required to drive licensed motor vehicles in Camp Scholler.  This does not include golf carts, ATVs, UTVs, e-bicycles and other personal transportation devices. 
  • Speed limit is a maximum of 10 MPH for all vehicles and personal transportation devices including, automobiles, motorcycles, golf carts, ATVs, UTVs, mopeds, e-bicycles, one-wheels, etc.  
  • Vehicles, including automobiles, motorcycles, golf carts, ATVs, UTVs and mopeds, may only be driven on roadways and must be equipped with lights to be driven at night.  Cutting through lots, undeveloped areas and/or empty campsites is strictly prohibited.
  • Bicycles (including e-bicycles) and personal transportation devices, such as rollerblades, hoverboards, scooters and Segways, are allowed in Camp Scholler, but may not be brought into AirVenture grounds. 

Bicycle Parking and Corrals

  • Bicycles are allowed in Camp Scholler and in specific, designated aircraft camping areas.  They are not allowed elsewhere inside the AirVenture admission area. Bicycle corrals are located: 
    • West of Admissions Gate 27 
    • Bus Park 
    • North 40 Admissions Gate 
    • Gate 23 at Knapp Street and Waupun Road 

Pets

AirVenture may not be a safe environment for pets due to the number of people and the heightened sights, sounds and smells. Pets are allowed in Camp Scholler, but are not allowed in buildings, playgrounds or picnic shelters.  While EAA strongly recommends that alternate arrangements be made for all pets, a pet is brought to Camp Scholler, the following guidelines must be adhered to: 

  • A maximum of three (3) pets are allowed per campsite.   
  • Pets must be on a leash that is no longer than eight feet (8’) long, or otherwise physically restrained, at all times.   
  • Owners are responsible for cleaning up after their pets and promptly disposing of waste in the proper and appropriate trash containers and receptacles. 
  • Pets must be kept under control at all times and should not interfere with other individuals’ enjoyment of Camp Scholler.   
  • Pets that bark excessively, growl, exhibit aggressive behaviors, create a public nuisance or otherwise cause a disturbance are prohibited. 
  • Pets left unattended must be kept in a well-ventilated camping unit.  The Winnebago County Sheriff’s Department or other local animal control authority or shelter will be called to respond to pets that are barking excessively while unattended or that appear to be in distress.  
  •  Loose pets will be seized and turned over to the Winnebago County Sheriff's Department or other local animal control authority or shelter.  

ADA Compliant Facilities

  • In accordance with the requirements Americans with Disabilities Act (ADA) and the guidelines published by the U.S. Access Board, EAA has designated and offers a certain number of campsites as ADA accessible.  Consistent with the other campsites in Camp Scholler, these sites are reserved on a first-paid, first-served basis.
  • If reserving an ADA accessible campsite, one member of the group for the site must be a qualified individual with a disability that relates to the need for an accessible space.  EAA reserves the right to remove groups from an ADA accessible campsite that cannot show that at least one individual camping at the site is a qualified individual with a disability under state or federal law. 
  • ADA compliant restrooms are available at four Camp Scholler shower facilities. 
  • An ADA accessible bus services the campground areas to transport to the AirVenture grounds. 

Waiver of Liability, Assumption of Risk and Indemnification

  • At the time of check-in, and prior to receiving camping credentials, the individual who made the reservation must sign an Agreement to Waive Liability, Assume Risk and Indemnify. 

Security and Personal Property

  • EAA Security is present at Camp Scholler to monitor the campground, enforce these Camping Rules and Policies, provide assistance as appropriate, to help foster a safe environment and to report any incidents that may arise which require further action or attention.   
  • Campers are responsible for taking reasonable measures to protect their own safety and to safeguard and secure all items that they bring into Camp Scholler. 
  • Under no circumstances shall EAA be responsible for any personal property that is lost, damaged, or stolen. 

Compliance with Laws, Disorderly Conduct, Drinking Alcoholic Beverages

  • Campers must follow all federal, state and local laws, rules and regulations.  
  • Disorderly conduct, including drunken behavior, will not be tolerated.   
  • No one under the age of 21 may consume alcoholic beverages while on EAA property.  
  • Persons over the age of 21 who do drink alcohol must do so in a respectful and non-disruptive way. 

Refunds

  • No refunds are issued for any Camp Scholler electric and water campsites. 
  • Refunds for basic camping must be made in-person at Camper Registration at the time of checkout and are only issued as the member exits the campground in the member’s vehicle.  No exceptions will be made. 
  • Upon request by the EAA member that reserved the site, refunds for basic sites may be processed at Camper Registration, South Gate building, located at Stits Rd. and Ripple Ave.  Vehicle pass issued with credentials must be surrendered to receive a refund.  
  • If a refund for a basic site is requested and owed, the EAA member that reserved the site will be refunded for unused days, less the three-day minimum. Unused days are calculated from the date of departure (or the following day if vacated after 12:00 p.m.) through the Monday after AirVenture.   
  • Checkout is 12:00 p.m. noon daily. Campers leaving after 12:00 p.m. will be charged for that day. There is no grace period. 

Violations of Camping Rules and Policies 

  • Campers that violate any of these Camping Rules and Policies may be subject to removal from Camp Scholler with no refund for unused days provided.
